"Acupuncture points" of existing problems

As a Party member, a city ranger who participated in the resistance war against the US to save the country, I am very happy that the head of our Party has "hit the acupuncture point" on the existing problems of the Party and the country.

In my opinion, one of the factors that make the victory of the nation is building the Party. It was from the lessons of the war that I realized that we had to "build the Party to build the University". Therefore, from the early days of the establishment of the University, I invited a number of retired cadres who were Party members to establish the first Cell because I was the Secretary, under the Democratic Party Committee of Quang Nam - Da Nang at that time. Just like that, wherever the University develops, the Party develops accordingly, taking Party building as the core for the development of the University. Up to now, when it has developed into one of the 9 major universities in the country, we have had a Party Committee with nearly 450 Party members, all of whom are qualified from Master's to leading Associate Professors.

That is an issue that our Party must regularly implement and implement continuously to form strong Party Committees and pioneering Party Committees. As in times of war, wherever there are difficulties and sacrifices, party members must be present and take the lead and rush forward.

Looking back at the General Secretary's 7 groups of solutions, I think that the head of our Party has looked directly at the truth to solve reality; That is the real innovation to enter the era of the nation's rise. Regarding the issue of streamlining the apparatus, I remember that in 1986, right at the first session of the National Assembly after Doi Moi, I was the National Assembly of Quang Nam - Da Nang province (old) to attend the meeting. At that time, the late Prime Minister Vo Van Kiet said that the whole country has more than half a million payrolls, if the province is separated, the payroll must not exceed 1 million people, otherwise it will not be possible to raise it. However, up to now, we have nearly 11 million people receiving salaries from the budget, 70% of recurrent expenditure is to feed this team. It is too heavy, no budget can support such an apparatus.

Realizing such a reality, our Party, headed by General Secretary To Lam, has set out to "consolidate the organization of the political system apparatus in the direction of streamlining, effective and efficient operation, overcoming the cumbersome and overlapping situation". That is the right path, the path that the era is taking when AI (artificial intelligence) has developed strongly and tremendously. However, I also have some concerns when the Party's resolutions and determination are correct, the implementation in branches and localities must also be correct and standardized; how to screen the apparatus and retain talented people. If the organization is done well, it is associated with the prevention of corruption, policies to support cadres... will "dismiss" incompetent cadres in the apparatus.

A breakthrough to improve the Party's leadership capacity and fighting power

In the 6th task, General Secretary To Lam set out together with Resolution 57 on science and technology is the driving force for the country's development, which will change the face of the country. In response to the Secretary-General's policy, DTU is preparing the necessary conditions for technology and artificial intelligence (AI) to hold the Grassroots Party Congress in March. In particular, all processes from voting, personnel introduction, etc. all apply AI. Our Party's major guidelines and policies on scientific and technological development have recently really "untied", creating conditions for universities to develop research, transfer and apply to practical life.

Recently, the Ministry of Education and Training has also organized the implementation of Resolution No. 57-NQ/TW dated 22.12.2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation with the participation of many major universities across the country.  in which, clearly identifying scientific and technological development, innovation and digital transformation are decisive factors for the development of countries; is the prerequisite and the best opportunity for our country to develop prosperously and strongly in the new era - the era of national rise. Resolution 57 "paves the way", which is considered a guideline for policies and regulations on science and technology to develop. Through international cooperation with major universities in the world, I can see that if we do not innovate and develop science and technology strongly, we will be further behind. Even in his article, the General Secretary also stated that the application of scientific and technological achievements to Party building is not only an urgent requirement but also a breakthrough to improve the Party's leadership capacity and fighting power in the new situation.

In order to institutionalize the Party's major policies into real life, our system of mechanisms, policies and laws must also be carried out synchronously. In particular, the National Assembly plays a big role in promulgating legal regulations as well as promptly adjusting policies.
